I refer of course to George Osbourne, Shadow Chancellor in Her Majesty's Most Loyal Opposition. I don't agree with the guy, but surely he couldn't have been so stupid as to solicit donations from a Russian billionaire.

Yep, He could!
Check out Private Eye, Ashcroft has donated £2.3 mil. I believe through his UK companies without being legally resident in the UK, or without the companies having any other revenue input.
Wee Geordie was supposedly requesting that the Russian Oligarch (no I can't spell or pronounce his name, and it is irrelevent anway)donated £50K through one of his UK companies.
You may suspect that there is a pattern here, but I would not like to comment.
